Is the 03 outlander the only outlander with drums? If so, can I convert to disk? And if so how and what parts do I need? Thanks

Hmmm... I'd start by getting the part numbers for the rear axle for an Outlander with drums and an Outlander with disks. If they are the same then just go to a junk yard and get the entire rear disk brake assembly and swap 'em.

I am not a mechanic though, that's just my first thought.

Here's a decent thread on swapping drums to disks on Lancers, and it has a complete parts list and write up. The specific part numbers might be different, but it should be a good starting point: Lancer 5-lug & Rear Disc Conversion Part List - evolutionm.net

On page 9 there is some referencing to Outlander parts being compatible for the swap, so the part numbers in that thread might be interchangeable.
