My 2011 Service manual does have a line that says loosen the center bolt of the tensioner pulley before removing the belt.
And then never say anything about tightening up, this seems to be a copy and paste error from other mitsubishi model's service manual, where you have to use a 2 prong tool to set a partial tension tension, and the center bolt is actually to hold the eccentric tensioner pulley.

I ended up making a pulley holder with some 1/4" steel bar and 1/2" bolts...I bent the bolts a bit trying to loosen the crank bolt with a breaker bar/pipe, but it worked just fine to torque it down in the end. A big c-clamp worked just fine to compress the tensioner to bleed it.

At just under 168k km my old timing belt looks pretty mint, but it has stretched a sliiiiight bit compared to the new one.
Hey Billy,
I'm considering having my private mechanic take a crack at this as he's been reliable. Where do you get the service manual? I'd like to bring it for him if I do get him to do the work.

I used this online one for my V6, specifically the section 11D - Engine Overhaul <6B3> -> Timing Belt: [W/M]OUTLANDER (CW#)

As far as I can remember it was pretty spot on...might have been a minor difference here or there, but got me (a home mechanic) through it, so it should be more than enough for a pro. It has torque specs for everything too.

Mine is a 2013, but I used the 2012 manual and it was fine.
