timing problem

Default timing problem

I have a 97 eclipse rs 2.0 with the 420a engine. my car cranks over but wont start i lined up both top sprockets and lined up crankshaft to mark at TDC i put the new timing belt on and plunger tensior back on i made sure belt was tight and plunger pin was able to move in and out freely after tightening all bolts and pulling the pin out every mark was still lined up but car still wont start can anybody help me

if i remember correctly from when i had that car, in order to do the timing right the arrow on the crank pully has to be 1.5 teeth to the left of the arrow on the block before the timing belt is put on. and when tensioned it will line up

also, the tensioner sounds like its bad

well the plunger has a lot of resistance when i put it in the vise and put allen wrench in the hole i heard that the when the belt is on and u can pull the pin in and out easily then its on right then you pull the pin out before you try to start it. i had the belt tight and all the marks lined up the sprockets lined with each other and the oil pump lined up with engine mark. Do you think it could be My ECU do I have to reset it and if so How do i reset ECU?? Also when I am looking at the cam gears there is a little notch in each gear ive been lining both factory notches towards each other is the exhaust suppose to be 180 compared to intake ?? thanks for your replys
