RE: two timing belts or one timing and one???
there are two balance shafts in you engine.
one is driven off the oil pump, which is driven off the main timing belt.
the other balance shaft is driven off its own little belt.
however, if you broke a timing belt on a galant, you now have severe engine damage. Your pistons have contacted your valves, so at the very least you have to remove and rebuilt the cylinder head.

I just had this happen, actually. Timing belt went at about 115000 miles ('03 galant). It wreaked havoc on my head. I got the valves and pistons checked out could've been a lot worse. Replaced entire head, which is better than the entire motor. Luckily, my guy works at an auto shop, so we got the part for near cost. It turned about a
$2500 job into just $1400. But yeah, don't try to start it. You'll just drain your battery. The other belt you're seeing might be the serpentine belt? Is it on the far left?
