1999 mirage starting issue

I have a 1999 mirage CE AUTO
I'll start from the beginning and hope that I can get some help on this.
last weekend I was able to isolate my oil leak issue to the rear main seal.
after removing the auto transmission and replacing the seal, I put the car back together.
with everything back in place I turned on my ignition and had no power at the fuel pump. after checking that the pump was working and all wires had continuity I checked the fuse, relay and rest of the circuit. all is good.
I then realised that I was not getting my engine check light to show that the ECU self test was working.
using the manual I have checked all wires going to and from the ECU all show correct except the line from the engine control relay to the ECU, should show battery V with IGN off and 0-3V IGN on however it only drops about 1V when IGN is set to the on position.
i confirmed that the relay works and that its coil resistance is correct. i also checked the entire circuit from battery to ECU and confirmed continuity and no major resistance's found.
replaced the ECU and there was no change.
I have worked over the engine to ensure that all terminals have been connected and all earths. everything seems correct.
if I ground the wire from the ECU to the relay, fuel pump works and the ECU tests and says all is good (diagnostic check). in this situation I have spark and fuel pump runs. if I remover the grounding wire I still have spark but no fuel pump. engine seems to turn with no issue but will not start in either situation.
please help if you can.

ok so i have an update
if i place the key in the "on" position. and change gears i hear a clicking sound that comes from the transmition.
please oh please help. any advice would be great, even what you might see as a dumb idea i am happy to try, im out of ideas and really need the car to start running
