Default 91 Pop-ups headlight

hey guys I'm owning a 91 Laser with pop-ups headlight and i seen pictures of allot of car having them halfway open or an inch open and i wondering how u guys to it i know there's this way of doing it by taking the cap of the adjustment or whatever and turn it to lift them up but when i turn the lights on the pop right back in before coming back out. when i close them they go fully down. and I'm willing to put a separate switch too turn my headlight on without having the pop-ups open. if anyone can help me out of the fog I'd really appreciate the help thank you chill
