Default 97 Eclipse timing belt slipped off???

does that automatically indicate dead engine?
and
if someone turned it over without belt on
bent valves?
it is a turbo edition

Bent valves at the very least.

Open it up and inspect the damage. You'll likely be shelling out for costly machine work, or a new head, or a new used motor.

Default is it a big deal to take off the head

what kind of time would anyone know is involved
would guess looking at head rebuild at machine shop??
cheaper to buy one off ebay already done?
then hope top pistons ok
then head gasket....torque and square one timing chain/tensioner
and water pump
