99 gs Now Starts but............
I have figured out that I can unplug the ecu and get the car to start.
But not all the time, I changed the cps and the crank sensor like you guys told
me and it still does the same thing, Ground? ECU?

As you crank the engine over attempting to start it, have someone tap on the PCM casing with a screwdriver. Not to hard, just a tap. PCM failure on the 420A engines in fairly common.

The best problem free year seems to be the 99 actually, they have the least amount of recalls and tbs reports, but that could be because most of them dont have as many miles on them as the 95's and such. If you know anyone with the same car, 99 gs or rs see if you can do a quick swap with their ecu and see if your car satrts with their ecu and if their car starts with yours. that will determin whether its the ecu or a different electrical probblm.
