So, your cruise is acting up. It accelerates and decelerates on its own. The last part I don't understand at all. Are you having issues with your speedo or idle?
Check for vacuum leaks. Does the motor rev on its own while at idle? What was the last thing done to your car?

Ok, so your speedo is just bouncing up and down and your car is not accelerating and decelerating, correct?
You could have a bad connection with your speed sensor on the transmission. Is your car an automatic or manual? Regardless, the speed sensor is on the transmission. Two more things could be causing this and one is the speedometer cluster itself and the other is the ECU. The ECU is the more expensive of the three, so start with the other two first. Start with the speed sensor or gauge cluster. The gauge cluster can be bought on ebay and the likes pretty easily.
