timing help

Default timing help

I put a new head on my 95 talon and now I need to adjust the timing so help me out this is what I did. Line up the crank with the mark and line up the two cam gears and then we put the belt over one of the gears then pried it on over the other cam gear using 2 flatheads screws drivers haha becasue I dont have a light and I dont knwo how else to do it. And always end up a tooth or so off. So what can I do or do I need to get a light.

And I don't understand what base timing is but I know you cant adjsut it on 2g without link or 1g cas.
