your fans are obviously not functioning correctly. They're probably coming on with the AC as they should, but not during an overheat condition.
they're turned on by the PCM, but its doubtful that the PCM is the cause. Trace the wiring, relays, etc.

Coolant temp switch. There are two of them, one for the a/c (seems to be working just fine) and one for the fan. It sounds like your coolant temp switch is bad. I'm not talking about the coolant sensor that sends coolant temp info to the gauge. The temp switch usually has two wires leading to it, while the sensor has only one.

i was also thinking that it might be the little black box located on the actual fan... looks like a relay or something. is that it?
