a good sturdy air impact gun is what you usually have to use. There is a tool mitsu sells to hold the pulley but an air gun will do it, without that there are several tricks, such as "bumping it". Which involves disabling the car so it won't actually start, putting a ratchet and socket on the pulley bolt, and cranking the car over, using the force of the starter to break the bolt loose. Or pulling the starter and wedging the flywheel teeth and then breaking the bolt loose with a good breaker bar. the bolt is a 22mm or 7/8.
