Default Engine misses when wheels turn...help

I'm trying to fix an 01 VR4. The problem i'm currently having is the car misses terribly at cruise speed...it seems fine accelerating...but cant keep a constant speed. The previous owner seemed to be set on it being something wrong with the road speed sensor...and there appears to be wires cut/crimped all over the car. When I have it on a rack (and running) I can turn either front wheel by hand...rougly once every revolution of the wheel the engine will stumble.

Is there some sort of sensor/traction control system tied into the wheels that could cause the engine to stumble?

For one thing, there is no such thing as an 01 VR4. They did not come equipped with any sort of traction control, don't need it with AWD. It does have ABS though with wheel sensors. I don't think the ECU and ABS are tied together in any way, but I'm not for sure. With that in mind, I'm not sure how wheel rotation would affect the engine. If you have a car with electrical gremlins, I would highly recommend purchasing a service manual from 3sx performance or a stealership. It has all the wiring diagrams, harness pinouts, etc. that would help with your troubleshooting. Well worth the 100 bucks.
