vehicle certification label missing

Default vehicle certification label missing

I'm looking at buying a 2008 Mitsubishi Endeavor and I think the vehicle certification label is missing from the inside door. I have attached a photo of the door area. Right below the door latch you can see the white remnants of the sticker. Am I correct in my assumption, that the missing, half gone sticker was the vehicle certification lablel? I wonder why it would be removed. The first owner was a rental company, then the second owner had it for a few years after that. I am buying this from a dealer.

veci labels are riveted on.
Paint codes are on stickers.
Check the firewall.

On the firewall there is a rectangular area that is cutout that looks like a location where you would put such a tag, but I cannot find any such tag anywhere on the firewall.
