Default 1991 Galant Speedometer won't move until 25mph.

I have a 1991 Galant 2.0 SOHC whos speedometer won't move until about 25mph. Once I reach about that speed it jumps to the proper speed then tracks normally until I decelerate below 25 then it won't track back up again until over 25mph. As a side note, sometimes the car jerks around as it goes through the gears. Sometimes it accelerates fine. I replaced one motor mount but it needs another done. It runs smooth even with the bad mount so long as it doesn't decide to have this rough shift. I think the motor mounts wearing out are a result of the shifting problem not the other way around. I will replace the last mount once I figure out why it shifts so hard. I replaced the easy to get one becasue it aat least makes it not shake real bad and tear everything else up! If it were an american car I'd suspect a vehichle speed sensor or some sensor. I don't want to throw too much money at the problem without asking others like you guys first. I am a long time member of a Ford Enthusiast site, but I got rid of the Ford. So here I am.
