Sounds like a bad clock spring. You have to remove the steering wheel in order to replace it. When it fails the Safety Restraint System light comes on. I had the same problem on a 1999 galant. The horn and cruise control started working after I replaced the clock spring too.

well that is certainly an idea. but the most sensible thing to do is to get it scanned and see what the actual code is. then you dont just start throwing parts at it. srs parts are expensive. just sayin!!

Well said. Pulling the codes is the most logical way to go. I was lucky the clock spring fixed my SRS light. In my case all signs pointed to the clock spring since both the horn and cruise control receive power thru the clock spring and neither were working. I don't have access to a scanner so I had to do it the old fashion way with flow charts and searching forums like this one to pinpoint the fix. Ya know
