Default 99 Montero OBD Code Help: P0421

Anyone have a handle on the problem behind this code? Defined as "Warm Up Catalyst Below Threshhold" but I've heard this may also be a result of faulty O2 sensor(s) My Montero has 132K miles on the original O2 sensors. Prior history of oil leaking on the forward sensors from the rear cam plug seals (recent new O-rings fixed that)

Advice/opinons appreciated.

that code almost always indicates a failed cat. converter... its nearly 100 percent accurate.

Thanks for the info - I was afraid it might be more than the sensor. I have two cats - any idea how to tellwhether oneor the other, or both,are bad?
