Exclamation 04 Outlander 4G69, Crank No-Start

I have a 2004 Outlander AWD automatic, with the 4G69 motor 170K mi. Lost the timing belt, which belt the valves So I replaced: head, gaskets, head bolts, timing belt, harmonic balancer belt, pulleys, crank angle sensor, cam sensor, E.G.R, spark plugs... Pretty much everything.
Crank, No-Start.
I downloaded the "full" repair manual, and went back through checking everything I could think of.
I replaced the crank sensor (AGAIN), plus a new timing belt cover, and a new multimeter that has an oscilloscope, made sure the battery had a full charge.
Still Crank No-Start.
So, went back through trouble shooting steps:
[1] Measured voltage ,<Engine Ignition-On> at the (B-29) intermed. connector at pin #2 has 4.9 -> 5.1v from harness side. (OK)
[2] Measured voltage ,<Engine Ignition-On>at the (B-29) intermed. connector at pin #1 has system voltage i.e. 12v from harness side. (OK)
[3] Measured resistance,<Engine Ignition- OFF >at the (B-29) intermed. connector at pin #3 to ground. Has 2 ohms or less resistance from harness side to ground. (OK)

[4] Performed Output wave pattern using oscilloscope ,<Engine-cranking>at the (B-29) intermed. connector plugged in, at pin #2 and ground. This should supply a square wave AC voltage that is 4.8V or greater. (NO)

So I replaced the crank angle sensor again and checked all the wires inside the lower timing belt cover = All good... 4.8+V AC = (NO)
Next, I removed the internal wires from the lower timing belt cover, check for continuity again= (GOOD)
I did not put back on the lower timing belt cover, instead I plugged the wires directly into the new crank angle sensor zip-tying the wires from being pulled into the timing belt and repeated STEP [4 ]. Checking the Square wave again for 4.8+V AC = (NO)
This appears to rule out issues with the crank angle sensor, so I moved on.

[5] checked the harness between the (B-29) intermed. connector and the B-17X engine control relay at terminal # 1 (Not 100% sure) which one that one is.
Now, I am pretty sure which relay is the B-17X, although not sure which is #1 terminal.
The diagram for this isn't great.
Plus it has a small triangle on the relay for orientation although it doesn't show how it is related to the other relays or oriented to the motor or the fender.

I currently have this vehicle on a trickle charger keeping the battery full.
I would really a little help to figure this one out.

Hey. Not sure of what you're testing exactly, but from the looks of it, I can't help you there without a month to study up! I CAN tell you that to start an engine you need 3 things, (Compressed) Air, fuel and spark. Are you getting compression? Are you getting fuel? Does the fuel pump buzz when you turn the key on and/or crank? Are you using the right key? (I made a home depot copy which will not start the car since it doesn't have the chip in it). Fuel? Try spraying starter fluid in the intake. Spark is controlled by the computer, Gee....thanks AI....if the car senses something wrong, it probably will not spark. I'll be doing my timing belt pretty soon, again. I don't remember if this has multiple timing marks which could easily be mistaken. is there a wire harness/ground wire that wasn't put back in place?
