I'm a newbie here so hopefully I don't foul up on protocol too badly.

My issue is that BOTH our front fog lights (halogen) have stopped working in our 2010 Outlander. I have checked that the bulbs, fuse and relay are all working correctly / are functional. I can hear the relay operating when operating the fog light **** inside the cabin and I did pull the relay and confirmed that it closes the circuit when energized. Not sure where to look next to troubleshoot this problem. Suggestions would be greatly appreciated.

From your detailed description, I can conclude that most likely the wiring harness, and more specifically, the (A-46 connector, see the attached image) is the culprit.
Please unplug the connector and measure the voltage in the relay side (with the low beam and fog lights on position. You should get 12 V. If so, reconnect the A 46 connector while the lights are still on and fiddle with the connector. If you still do not manage to light up your fog lights check the wire beyond the connector towards the fog lights. You most have a discontinuity before the wire forks out to the left and right bulbs. If you did not get the 12V upon testing go and check the wire backwards toward the relay. I suspect some work may have been done on your car at some point (radiator, fan, or the bumper was removed, so the A-46 connector was unplugged and was not reconnected properly.

Very thorough answer there. The A-46 connector was also loose on mine. I am now able to have both lights come on if I take out the relay and short the connections from the 12V side to the lights. The only problem is that before I read your response the relay was clicking when I turned on the fog lamp switch but now it isn't doing anything.
The fog lamp light on the dash comes on but it doesn't seem to be grounding the relay. Does the switch enable the relay through the ECM? Could that have been damaged by shorting out the relay coil side when the relay was out?
BTW I traded relay with horn relay, it's good, and the 12V is still there to operate relay so fuse is good and 12V is also there for the relay to pass on to the lights. So for whatever reason the ground for the relay coil isn't happening. Is a circuit diagram and location of test point locations available?
