Possible Immobilizer Issue?

Exclamation Possible Immobilizer Issue?

My 2009 Outlander XLS will not start with either key fob. Currently getting code P0513 with Transponder read error (B1A35) and RLS RS adaption error (L0432). Locks work, remote unlock works, ignition turns on, but engine will not crank. Both key fobs act this way. Is this a defective immobilizer issue or ECM issue? If I replace the immobilizer, do I need to re-program the key fobs I currently have? Any advice is appreciated. Mechanic wanted to replace the immobilizer, steering lock cylinder and both key fobs and charge me over $5K. I have no faith that he knows what he is doing. Thanks for any guidance.
