Not by an electronic failure necessarily. The fans do help by keeping the flowing coolant temps down when coolant passes through the radiator though. So, it's not all mechanical.

is there an air bleeding valve somewhere on or near the thermostat housing?...Or anywhere for that matter... I found a 12 MM bolt on the lower backside of the thermostat housing, but im not sure if thats it or not.

Well, there's a tube that goes to the coolant resevoir that helps keep the coolant system air free. That resevoir needs to be filled at all times to do that though
