Default Headlight turn switch info

Hi,
Have a 2000 Eclipse I'm trying to fix, not having seen one before I dont know the answer to this with regards to how the hi lo beam switch operates

The lever is springloaded and returns towards the driver, you can push it forward, there is no clicking and it does not stay forward, it returns back to the driver

Is this the normal operation for the hi low switch on a 2000, where to change from hi to low you momentarily push forward on the lever, or is it broken and not staying forward ?

That is normal function. Nissans stay back, Mitsubishi you just click it back, then again to switch them off. If the switch has failed internally, then you must replace the stalk.
