Default Timing belt and counterbalance out of time?

I recently had my timing belt and counter balance belts (98 Eclipse Spyder) changed. Since that time I've had nothing but problems.

What would be some of the symptoms of a counterbalance and/or timing belt being put on incorrectly and thus out of time? I'm 90% sure this is what is causing the problems I'm experiencing, I just want to hear some other ideas. I purposely didn't list the problems because it will be that much more telling if someone can name any of what I'm experiencing without me doing that. Thanks for any ideas...

If the balance shaft was 180* you would feel a lot of vibration around 3k-5k rpms.

Yeah...you can feel it through the seats, it's really strong. It sounds like hell too, like there's not even an exhaust.
