Its paint. It doesnt chip in spots unless provoked. If its bad primer than you have sections or spots falling off. It could also be spots in the clear coat. Try some compound and rubbing it out. It its just in the clear coat you might be able to get the chip spots to look new again.

if the paint is FALLING off, then take it back, if its chipping then its been hit...
thats all there is too it
