Seriously.... just sand all that **** off.. then prime the area... then paint it. SIMPLE

since its probably only really light surface rust, theres no reason to scuff up the surface too badly. Just use 800 grit or higher, and take your time. If you use any lower grit than that, you will make more work for yourself if you want it look perfect again.

Oh yeah, and don't leave it outside over night if you have moisturous air. If you have dry air it should be alright....Idk where you live. And especially dont leave it in the rain without throwing some primer on it.

we live in wisconsin, and he isnt able to put it in the garage cuz his step-dad is a jack@$$ and hates the fact that he has a foreign car... so its moist and must sit in the rain, thats why we need to do it asap....
